Locality have published a new guidance note that deals with the need for neighbourhood plans to be in general conformity with strategic local planning policies. This is one of the ‘basic conditions’ that all neighbourhood plans and neighbourhood development orders (NDOs) must meet. The guidance deals with how to identify strategic local policies, how to consider general conformity and the implications of having local plans of varying ages or stages of preparation.

A guidebook for low carbon neighbourhood planning

The guide, produced by the Centre for Sustainable Energy (www.cse.org.uk), explores what communities can do, through Neighbourhood Planning, to mitigate and adapt to climate change and tackle fuel poverty. The guidebook complements a 2-year programme giving free support to neighbourhood planning groups who are keen to climate change and fuel poverty proof their neighbourhood plans. Groups may also be looking into using other Localism Act rights, such as Neighbourhood Development Orders or Right to Build, to pursue low-carbon and broader sustainability objectives.

They discuss common themes and issues raised by neighbourhood planning groups, how the National Planning Policy Framework (NPPF) sets out what design policy can and can't do, and how to reinforce local distinctiveness through your neighbourhood plan. They also talk through how to do a character assessment: what it is, why you might produce one, how to use the information it produces and what the benefits are. This is backed up by real life examples from neighbourhood planning groups.

Community Spirit Partnership CIC has put into one place various sets of information requested from local groups for their Neighbourhood Development Plans. These resources are a snapshot from some of their own materials and experience based on proven good practice over many years. These resources comprise three papers, under the general heading “Notes, Tips and Tools for community groups in developing their Neighbourhood Development Plans”. They cover suggested information requirements and the reasons for seeking them, example questionnaire structure seeking brief answers through a mix of open and closed questions, simple data capture spreadsheet example and event tips. These materials are released under the Creative Commons License which means they are freely available for your use at no charge at all. You are particularly encouraged to use them as ideas and a base for developing your own materials because each area is different and has its own different needs. The only provisos, as standard in this license, are that they must not be sold and that Community Spirit Partnership CIC is recognised as the source of the materials.

User Experience of Neighbourhood Planning in England Research

This report has been produced as part of the support contract for neighbourhood planning and timed to feed into a review of neighbourhood planning in England. The primary purpose of the research reported here is to develop further understanding of user experiences while undertaking neighbourhood planning. The report sets out the findings derived from primary data collection involving a telephone survey of 120 neighbourhood planning groups and six focus groups. It seeks to understand how the neighbourhood planning groups have fared, to reflect on the conditions in which neighbourhood planning operates and what steps might be taken to improve it.

New: workshop grants

The My Community Rights website has the latest update on these new workshop grants. Around 1,200 communities across the country have already embarked upon neighbourhood planning. To help mobilise even more communities the Department for Communities and Local Government (DCLG) has made available £100,000 to enable groups to organise workshops in their local area on the subject. The workshops should be organised by knowledgeable, enthusiastic advocates of Neighbourhood Planning and will aim to give communities who are new to the idea the information and encouragement needed to embark on a Neighbourhood Plan. Applications for grants opened on Monday 13 October.

Great Dunmow is a town of just under 9,000 people and is in Essex. The Neighbourhood Planning process is seen as essential to helping local people shape the town's growth. As well as describing the structures, links and groups established to help progress the Plan, they outline the community engagement carried out so far. This includes specific events with schools and a planned event with the local business community.

Hugh explains how their model of a steering committee and working groups has helped them progress their Neighbourhood Plan, with each working group focusing on a specific topic such as housing, transport or employment. Chapel Vision is also working hard to keep the whole community involved and up-to-date with progress, using a variety of methods (e.g. website, face to face meetings and postal questionnaires).

The Balsall Heath Forum is now preparing to formally submit the Balsall Heath Neighbourhood Development Plan to Birmingham City Council. It intends that this submission should be made in November 2013, so there is now a consultation period to give people a chance to have a say. This runs from Friday 20th September to Friday 15th November 2013.
